John Maher is CASE LLC’s Director of Corporate Development. He coordinates and communicates business development and business intelligence activities and became the strategist for all Air Force and DoD opportunities with a 100% win record. Additionally, he created a Volpe DOT National Transportation Alliance (NTA) – the first and largest full and open proposal in CASE’s history – by personally recruiting 6 large businesses, 30 small businesses and 20 research universities as NTA team members. His 35 year career crosses a wide range of organizational disciples - Department of Defense, Universities and Municipal government – and brings transformation, innovative organizational development and improvements to mission-critical operations.

Prior to his arrival at Chenega, he served from 2004 to 2007 as the City of Portsmouth’s first Chief of Staff. He managed the efforts of 2,200 employees, 22 City departments and $500+ million annual budget. He performed a 3 year strategic reorganization using an executive management team that had oversight of 64 City Council Complex Vision Projects. This team restored the public faith in management through the adoption of three transformational budgets, established a prioritized 10-year capital investment plan, raised $90 million in new revenue, developed a “balanced score card” that evaluated departmental performance, funded key educational initiatives, restored the AA bond rating, and removed the city from a “credit watch”. Additionally, Portsmouth won both the National League of Cities’ Innovational Excellence Award and the “Bronze” LIVCOM international city excellence competition in Westminster, England.

From 1999 to 2004, John ran 2020 Vision International and provided customized high performance solutions for businesses, educational institutions, non-profits and the military. Included in those services were two years working with Synergy Inc. as their Senior Air Force Strategic Weapon Requirements Planning and Project Manager at the Pentagon in Washington, DC. He coordinated strategic weapon requirements, near and long-term weapon roadmaps, and weapon allocations with senior executives within the Air Force. Twice selected as the Air Force Weapons Requirement Division contractor of the quarter nominee, he built the first Joint Capability Effects Requirements Master Plan that depicted a $2 billion weapons’ roadmap reinvestment strategy.

From 1994 to 1999, he spent six years as Regent University’s Strategic Planning, Marketing and Institutional Research Director.  He developed and executed a ten year strategy that doubled the campus enrollment, expanded the campus facilities to four major international and national cities, and made distance learning an integral part of the graduate curriculum. He repositioned the institution's image from regional to global and led a team that ensured the reaccreditation process received zero recommendations from the Southern Association of Colleges and Schools (SACS). His proposals led to the implementation of four innovative and profitable worldwide Ph.D. and Master Degree programs via the Internet. Additionally, he recommended cost effective 21st century information technologies that updated the institution's campus facilities and student enrollment management services. As an adjunct faculty member for Regent University's School of Government and Business, Old Dominion University, he performed consulting projects for over 300 organizations.

From 1974 to 1994, John Maher served twenty years in the U.S. Navy as a fighter pilot flying F-14's and the TOPGUN A-4's. Even before his two tours as officer in charge of the NAS Oceana Fighter Squadron Twelve Aggressor and the NAS Norfolk Beech Kingair commands, his military leadership and management philosophy had emphasized results-oriented planning, high performance productivity, human resource management and a return on investment.

John holds a Bachelor of Science in Math and Computers from the US Naval Academy, an MBA from Regent University and completed his Ph.D. up through the dissertation process (ABD) at Old Dominion University. His MBA and Ph.D. studies focused in areas of strategic planning and marketing, business development, e-commerce, total quality management, predictive modeling and organizational performance measures.
